The Government of Macao is going to employ vessels of
war and Police boats in the rigorous watching of navigation in the waters that wash the territories of the Province (i.e. of Macao) and the islands in litigation. Beyond these limits nothing can be done for the present, and therefore I should be extremely grateful, in order to satisfy the wishes of Your Excellency which are also mine, if this Government could establish an understanding for the observance of the indications which I have recorded and which I imagine should contribute greatly towards driving off from this region the pirates infesting it.

In conclusion I wish to assure Your Excellency that in this Colony Your Excellency will always meet with the most decided goodwill in co-operating with the Government of Hongkong in the means which should be acknowledged as most valuable to secure the dis- appearance of the hordes of pirates who little by little have come to make navigation in these waterways impossible with serious detri- ment to commerce and with grave insult to the honour and the good name of the countries which we represent here as Governors of the Colonies respectively entrusted to our administration.
